A BUSINESSMAN has blamed officials of the Electricity and Water Authority (EWA) during the trial of a contract employee accused of manipulating the readings of 7,000 meters.The crime came to light when scores of homeowners complained after receiving highly-inflated utility bills in July and August last year .
