1. Implement Article 11 of the 2010 Civil Service Law, which sets strict regulations on the employment of expatriates in the public sector.
2. Establish a new National Alignment Committee, comprising representatives from the Education Ministry, Higher Education Council, Civil Service Commission, Labour Ministry and Bahrain University, to come up with measures to align educational outcomes with labour market demands.
3. Scholarships for Bahrainis to study rare specialisations where employers claim there is a lack of qualified local talent.
4. Set up a centralised employment authority to handle applications from job seekers for roles in both the public and private sectors.
5. Review the parallel Bahrainisation system, enhance oversight and introduce tools to measure its impact on unemployment figures.
6. Enforce Article 42(b) of the of 2006 Labour Market Regulatory Law, which strengthens Bahraini workers’ ability to compete in the labour market.
7. Employ all Bahraini workers on permanent contracts in government entities and state-owned companies.
8. Revise policies and procedures at the Labour Ministry to better serve job seekers.
9. Develop a short-term plan to replace expatriates with unemployed Bahrainis in positions that do not require rare qualifications or extensive experience.
10. Limit executive, managerial and human resources positions in the private sector to Bahrainis.
11. Amend labour laws in the private sector to prioritise the hiring of Bahrainis.
12. Identify jobs in the labour market that can be reserved exclusively for Bahrainis, similar to what’s being done in Saudi Arabia, Kuwait and Oman.
13. Stop hiring foreign advisers in the government and replace them with qualified Bahrainis.
14. Increase Bahrainisation levels in all state-owned companies to no less than 90 per cent.
15. Establish Bahrainisation quotas for medical jobs in private hospitals.
16. Set quotas for Bahrainisation in teaching roles at private schools and universities.
17. Allocate a budget for annually hiring Bahraini nurses and expand capacity in health-related educational institutions.
18. Strengthen monitoring of expatriates’ positions in the private sector, ensuring compliance with job classifications and preventing under-reporting of roles to reduce insurance contributions.
19. Halt the issuance and renewal of work permits for expatriates in fields where qualified Bahrainis are unemployed.
20. Increase Bahrainisation levels within the Central Bank of Bahrain and the banking sector.
21. Identify positions held by expatriates across ministries and government agencies, and implement a phased plan to replace them with qualified Bahrainis.
22. Require government ministries, agencies and state-owned companies to publish biannual reports on progress in Bahrainisation rates.
23. Introduce incentives for private sector entities that comply with Bahrainisation policies.
24. Mandate government entities to specify the specialisations they need and co-ordinate with the Education Ministry to include them in the annual scholarship plan.
25. Provide on-the-job training for unemployed Bahrainis in ministries, supported by Tamkeen (the Labour Fund), to replace expatriate workers.
26. Ensure Tamkeen implements effective measures to guarantee Bahraini workers continue in supported positions for the same duration as their financial support.
27. Verify the authenticity of expatriates’ qualifications in the public sector, state-owned companies and private businesses.
28. Increase Bahrainisation in the Education Ministry and replace expatriates within a specified time frame.
29. Enhance Bahrainisation in government hospitals by replacing expatriates with citizens according to a phased plan.
30. Raise Bahrainisation rates in the Electricity and Water Authority through a structured replacement plan.
31. Increase the intake capacity of Bahrain Teachers College to produce more graduates.
32. Increase the operational budget of Bahrain University to enable the hiring of more Bahraini academics.
