His Majesty King Hamad issued Decree (28) of 2025 amending certain provisions of Decree (6) of 1985 regarding the organisation of the Sunni and Jaffari Endowments Council and their administration, based on a proposal by the Justice, Islamic Affairs and Endowments Minister and following the approval of the Cabinet.
According to the decree, Article 8 of Decree (6) of 1985 shall be replaced with: “Each of the two general endowments directorates shall be headed by a Director General who is not a member of either council, and shall be appointed by Royal Decree. The Director General shall oversee administrative and financial affairs within the directorate, prepare the council’s agenda in co-ordination with the council chairman, and serve as secretary to the council personally or through a designated employee. The Director General shall not have voting rights in council deliberations but shall be responsible for implementing its decisions.”
The term “General Directorate of Endowments” shall replace “Directorate of Endowments” in Article 4 of Decree (6) of 1985.
The term “two General Directorates of Endowments” shall replace “Directorates of the Sunni and Jaffari Endowments Councils” in Article 7 of the same decree.
The term “General Directorate of Endowments” shall replace “Directorate” in Article 11 of the same decree.
Article 10 of Decree (6) of 1985 shall be repealed.
The Prime Minister and the Justice, Islamic Affairs and Endowments Minister shall implement the provisions of this decree, which takes effect upon issuance and shall be published in the Official Gazette.
His Majesty issued Decree (29) of 2025 regarding the organisation of Sunni and Jaffari endowments, based on a proposal by the Justice, Islamic Affairs and Endowments Minister and following the approval of the Cabinet.
According to the decree, the organisation of Sunni and Jaffari endowments shall be structured as follows under the Justice, Islamic Affairs and Endowments Minister:
First: Sunni Endowments Council, which shall oversee:
1. Director General of Sunni Endowments (with the rank of Assistant Under-Secretary), responsible for:
a. Directorate of Mosques and Religious Facilities
b. Directorate of Investment and Endowment Affairs
Second: Ja’afari Endowments Council, which shall oversee:
1. Director General of Jaffari Endowments (with the rank of Assistant Under-Secretary), responsible for:
a. Directorate of Mosques and Religious Facilities
B Directorate of Investment and Endowment Affairs
The Justice, Islamic Affairs and Endowments Minister shall implement the provisions of this decree, which shall come into effect upon issuance and be published in the Official Gazette.
