BAHRAINIS could be granted an extension in paying their overdue utility bills, from four to 10 years, following the unanimous approval of a proposal by MPs during their weekly session yesterday.
The proposal, by five MPs led by Dr Abdulhakim Al Sheno, has now been referred to the Cabinet for review.
“This proposal is about preserving family dignity and protecting the most vulnerable,” said Dr Al Sheno during the session.
“Electricity and water are basic human rights, not privileges that can be taken away due to financial hardship.”
He referred to an incident that went viral recently and underscored the urgency of the proposal.
“A social media influencer shared the story of an elderly woman in tears in her backyard after having her electricity and water cut off due to late payments. No one should have to live like that in Bahrain,” said Dr Al Sheno.
The proposal highlighted how accumulated utility bills have become an overwhelming burden for many households, especially those with limited income or in cases involving heirs sharing responsibility for inherited properties.
Currently, citizens must settle overdue bills in four years, a requirement many say is unmanageable.
“We are hearing from citizens who are drowning in utility debts, unable to pay high monthly instalments while juggling other loans and basic living expenses,” Dr Al Sheno added.
“Extending the instalment period to 10 years offers a realistic, humane and structured path for families to catch up without fear of disconnection.”
The proposal also urges the Electricity and Water Affairs Ministry to expand alternative solutions, including promoting solar energy use, subsidising solar panel installations, and launching awareness campaigns to help citizens reduce consumption, especially during peak summer months.
MPs stressed that cutting off electricity or water should be an absolute last resort. Instead, the ministry should prioritise proactive solutions, such as structured payment agreements and extended deadlines, especially for low-income families.
