A proposed amendment to Parliament’s internal regulations, extending the deadline for submitting its final accounts, will be debated by the Shura Council on Sunday.
The draft law amends Article (219) of Decree-Law No (54) of 2002, granting Parliament’s General Secretariat up to three months – instead of one – to prepare and submit its audited final accounts following the end of the financial year.
Shura Council legislative and legal affairs committee chairwoman Dalal Al Zayed said the amendment aligns parliamentary financial procedures with national budgetary rules and strengthens safeguards over public funds.
“The proposed amendment reflects sound legislative policy and ensures consistency with the Public Budget Law,” Ms Al Zayed said. “It provides sufficient time for accurate preparation and auditing of final accounts, while enhancing transparency and financial discipline.”
The committee confirmed that the draft law is constitutionally sound and consistent with Article (114) of the Constitution, which mandates unified rules for public budgets and final accounts. The amendment was approved last month by MPs.
