His Majesty King Hamad has ratified and promulgated Law (4) of 2026, issuing the Law on Private Educational Institutions, following its approval by the Shura Council and Parliament.
The Articles of the law stipulate that provisions of the Law on Private Educational Institutions shall enter into force.
The provisions of Law (27) of 2005 regarding education shall apply to matters not specifically addressed in the law, insofar as they do not conflict with its provisions.
The Education Minister shall issue the executive regulations and decisions necessary to implement the provisions of the attached law. Existing decisions shall remain in force insofar as they do not conflict with its provisions, until the issuance of the necessary implementing decisions.
Private educational institutions operating at the time this law enters into force shall regularise their status in accordance with its provisions within one year from the date of its implementation.
The provisions relating to private educational institutions stipulated in Decree-Law (25) of 1998 regarding Private Educational and Training Institutions are hereby repealed, and any provision that conflicts with the attached law shall likewise be repealed.
The Prime Minister and the ministers, each within their capacity, shall implement the provisions of this law, which shall come into effect from the day following the date of its publication in the Official Gazette.
His Majesty ratified and promulgated Law (3) of 2026, establishing the Secured Transactions Law, following the approval of the Shura Council and Parliament.
The Articles of the law stipulate that the provisions of the attached Secured Transactions Law shall apply.
Regarding the right of security, the provisions of the Commercial Companies Law issued under Decree-Law (7) of 1987, the Civil Code issued under Decree-Law (19) of 2001, and the Central Bank of Bahrain and Financial Institutions Law issued under Law (64) of 2006 shall apply, insofar as no specific provision is provided in the attached law and without conflicting with its provisions.
The minister concerned with commerce, or any other minister assigned by decree, shall, after the approval of the Cabinet, issue the executive regulations for the attached law within eight months from the day following its publication in the Official Gazette.
The Prime Minister and ministers, each within their capacity, shall implement the provisions of the law, which shall come into effect from the first day of the month following 12 months from the date of its publication in the Official Gazette.
His Majesty issued Decree (2) of 2026, transferring and appointing two directors general at the Municipalities Affairs and Agriculture Ministry following a proposal by the Municipalities Affairs and Agriculture Minister and the approval of the Cabinet. The decree stipulates the following:
Mohammed Saad Mohammed Al Sahli, Director General of the Capital Municipality Secretariat at the Municipalities Affairs and Agriculture Ministry, is transferred and appointed as Director General of the Northern Municipality at the same ministry, succeeding Lamia Yousif Al Fadhala.
Aliah Yousif Yahya Hassan Yousif is appointed Director General of the Capital Municipality Secretariat at the Municipalities Affairs and Agriculture Ministry, succeeding Mohammed Saad Mohammed Al Sahli.
The Municipalities Affairs and Agriculture Minister shall implement the provisions of the decree, which comes into effect upon its issuance and shall be published in the Official Gazette.
His Majesty issued Decree (3) of 2026, renewing and appointing members to the Education and Training Quality Authority’s (BQA) board of directors, based on the proposal of the Prime Minister and following the approval of the Cabinet.
The articles of the decree stipulate that the membership of Amer Hassan Marhoon on the Education and Training Quality Authority’s (BQA) board of directors shall be renewed for a term of four years.
The following shall be appointed as members of the Education and Training Quality Authority’s (BQA) board of directors for a term of four years:
1. Linda Mohammed Janahi, succeeding Munther Abdullatif Al Mudawi.
2. Sarah Yousif Hadi, succeeding Dalal Iqbal Sangoor.
The Prime Minister and ministers, each within their capacity, shall implement this decree. It shall take effect from the date of issuance and shall be published in the Official Gazette.
His Majesty King issued Decree (4) of 2026 amending Article One of Decree (53) of 2022 on the restructuring of the Social Development Ministry in the kingdom, based on a proposal by the Social Development Minister and following the approval of the Cabinet.
According to the decree, the following clause shall be added to paragraph (Second) of Article One of Decree (53) of 2022: “4-Child Protection Affairs Directorate”.
The Social Development Minister shall implement this decree, which takes effect from the date of issuance and shall be published in the Official Gazette.
His Majesty issued Decree (5) of 2026, regarding the restructuring of the Sustainable Development Ministry based on the proposal of the Sustainable Development Minister and following Cabinet approval.
According to the decree, the ministry shall be reconstructed as follows:
The Sustainable Development Minister overseeing:
Assistant under-secretary for Sustainable Development, overseeing:
Evaluation and Co-ordination Directorate and Communication and International Relations Directorate.
Decree (9) of 2023 concerning the organisation of the Sustainable Development Ministry shall be repealed.
The Sustainable Development Minister shall implement the provisions of this decree, which takes effect from the date of its issuance and shall be published in the Official Gazette.
