WHAT the government is currently doing is the right thing. We see the economy in the middle of a downfall; the only way for the government to generate income is through VAT, subsidies and the electricity and water bills.
The increased electricity and water rates will force people to limit the use. If the government shouldered the utility bills, would people limit their use of electricity and water?
Now that we have a reason not to overuse, we not only help the environment but also serve the country. As for the utility bills of expats, the government should halve them. Completely shouldering the bills will affect the economy negatively.
