Ezzat Ibrahim Al Douri, former right-hand man of late Iraqi president Saddam Hussein, has "resurfaced".
In a video recording attributed to him, the former Iraqi vice president apologised for the invasion of Kuwait in 1990.
According to Russia Today, Al Douri extended apologies to the Amir of Kuwait Shaikh Sabah Al Ahmed Al Jaber Al Sabah.
In a video released on Saturday (April 13), he said that the invasion was a "mistake", adding that Kuwait has never been part of Iraq, according to Almarsd.
Baghdad has announced Al Douri’s death several times but he has resurfaced time and again.
