The alternative sentencing programme (open prisons) has entered its second phase, said Verdict Enforcement and Alternative Sentencing director-general Shaikh Khalid bin Rashid Al Khalifa.He said the programme which represents a quantum leap, comes within the comprehensive development led by His Majesty King Hamad .
