Technically, we are feeding the stray dogs. Just feed the gulls and then it goes to the dogs. Isn’t that how a food chain works?

That looks like a pigeon to me. Pigeons are the ones being fed machboos and leftover food for the most part. If people weren’t careless with dogs we wouldn’t have this issue.
