Arguments have been raised and we will have to define what is decent and what is not.
One can argue a fully-clothed man or woman to be indecent depending on whose perspective is defining it.
But since we are in a Muslim country, we are bound by their traditions, cultures and rules. Being that, it is well known that the community we live in practises a conservative way of life.
On the outside and in public areas, I believe that we have to be fully clothed, up to point of not flaunting body curves and legs.

One's attire shows one’s character and reflects one’s professional attitude towards work and life.
Even if you dress casually or wear a uniform, make sure you look neat.
People wearing provocative clothing in public should be stopped.
Improper way of dressing can result in a lot of problems, including sexual harassment.
It is said that the future of a country starts from its classrooms; improper clothing can even lead children in negative ways.
For the betterment of the country, it is important to have a proper dress code in public, for both men and women, and those not following the rules should be fined.
You can wear whatever kind of clothing you want at home, but not in public.
I hope a decency code is introduced in Bahrain very soon.

Every law changes with time and age. What is considered improper now becomes the new standard tomorrow.
In the eyes of a pervert a fully covered woman/man or a woman/man in bikini or swimwear will provoke them.
More than making laws it would be best for the people to be educated on how to dress while going to a mall or a restaurant or a place of work.
A true believer of Islam doesn’t get affected by the changes around him/her.
