A total of 17 pieces of legislation were discussed in 31 meetings by the Shura Council’s Services Committee during the second session of the sixth legislative term.
The royal decrees discussed included amendments related to topics such as regulation of tourism, the National Health Regulatory Authority, and unemployment insurance.
Government-drafted legislations that were discussed included topics related to the Social Insurance Organisation (SIO), unemployment insurance, rights of the elderly and laws related to time sharing in residency units.
Out of the nine proposals that were discussed, eight were completed. The proposals included a variety of topics, including telemedicine, public and private health, vocational training, care and rehabilitation of people with disabilities, and labour market regulations, youth and sports, private institutions and propaganda and social media advertisements.
The only discussion related to Parliament included an amendment regarding the SIO.
Meanwhile, a total of 19 meetings were held by the Shura Council’s Financial Committee in order to discuss a number of legislations and closing financial accounts during the second session of the sixth legislative term.
The committee, headed by Khalid Al Maskati, discussed a draft law, a unified closing account, and submitted two audited financial statements to the Shura Council, and also submitted a financial and economic opinion to the Services Committee.
During the session, three reports were submitted by the Financial Committee, including the audited financial statement for the Shura Council for the fiscal year ending on December 31, 2022, a report for the fiscal year ending December 31, 2024 that was audited by the National Audit Office, and a draft law report on foreign money transfer tax.
The committee also studied five legislations in financial matters including external auditors, reorganisation and bankruptcy, a Commercial Companies law, instalment sales, and Trade Law.
In order to enhance co-operation with ministries, official bodies and financial institutions, the committee met a number of parties to discuss topics of common interest in an attempt to contribute to the country and its citizens, including HSBC Middle East and North Africa chief economist Simon Williams.
