The Kuwaiti Amir has issued a decree dissolving parliament and suspending some of the articles of the constitution for “a period not exceeding four years”, after weeks of political tension following recent elections.
“We ordered the dissolution of the National Assembly and the suspension of some articles of the constitution for a period not exceeding four years,” Shaikh Mishal Al Ahmad Al Jaber Al Sabah said in a televised speech yesterday evening.
“The recent turmoil in the Kuwaiti political scene has reached a stage where we cannot remain silent, so we must take all necessary measures to achieve the best interest of the country and its people.”
During the period of suspension of the articles of the constitution, all aspects of the democratic process will be studied, the Amir said. The powers of the National Assembly will be assumed by the Amir and the council of ministers, the state TV reported.
“Kuwait has been through some hard times lately ... which leaves no room for hesitation or delay in making the difficult decision to save the country and secure its highest interests,” the Amir added.
He emphasised that the selection of a prime minister is a constitutional right of the head of state and cannot be interfered with.
“Our country has faced difficult times, and we must offer advice to overcome these circumstances,” he said, condemning actions that violate constitutional norms in the country. “Some have gone beyond limits and attempted to interfere with the powers of the Amir.”
He stressed that no one is above the law and that no one will be allowed to exploit democracy to destroy the state.
He also affirmed that the dignity of security personnel will not be compromised. “Security is an issue of paramount importance,” he said.
Shaikh Mishal highlighted that corruption in the country had infiltrated security institutions, the economy, and the judiciary in recent years, stressing that it is unacceptable to hinder the interests of the nation and squander public funds. “No one is above the law, and anyone who misappropriates public funds without justification will face consequences regardless of their position. We will hold wrongdoers accountable.”
