A series of major infrastructure projects worth millions of dinars are being implemented across villages in the Northern Governorate as part of government efforts to support fast-growing communities.
Works Minister Ibrahim Al Hawaj said the schemes cover sanitation networks, roads, stormwater drainage and facility upgrades in villages within Northern Governorate Constituency 12, represented by MP Hanan Fardan.
The constituency includes Karzakan, Saddad, Malkiya, Shahrakan and Luzi, which have witnessed rapid residential expansion in recent years.
The minister was responding to a parliamentary question submitted by Ms Fardan regarding the government’s plans to implement infrastructure projects in her district.
“Infrastructure development projects are ongoing in the area, with some already completed while others are under implementation or currently in the tendering and procedural stages,” Mr Al Hawaj said.
He revealed that significant progress has been made in expanding the sewage network in the Northern Governorate.
“The sewage network coverage across the Northern Governorate has reached approximately 69 per cent, while coverage in constituency 12 stands at about 53pc,” he explained.
“The ministry is working to connect the remaining developed properties according to a pre-established timetable, taking into account several criteria including the level of development in the area, technical readiness for networks and co-ordination requirements with other service providers.”
The projects include construction of pumping stations, inspection chambers, treated wastewater transmission lines, stormwater drainage systems and both main and secondary sewage networks.
Four major sanitation projects have already been completed in the constituency at a total cost of around BD1.85 million.
These include:
l Malkiya Block 1032 – a sewage network serving 46 properties, completed in November 2023 at a cost of BD167,000.
l Saddad Block 1038 (Phase Three) – a sewage network serving 107 properties, completed in January 2025 at a cost of BD249,751.
l Malkiya Block 1034 (Phase Three) – an integrated sewage network serving 362 properties, completed in December 2025 at a cost of BD1.304m.
l Kuwait Health Centre connection in Karzakan (Block 1027) – construction of a sewage network to serve the facility, completed in June 2024 at a cost of BD131,341.
Three additional sanitation and drainage projects are currently under implementation with a combined value of BD4.37m.
They include:
* Malkiya Block 1033 – construction of sewage and stormwater networks serving around 174 properties, which began in October 2024 and is expected to finish in July 2026 at a cost of BD1.404m.
* Shahrakan Block 1044 – construction of an integrated sewage network serving approximately 305 properties, launched in September 2024 and expected to be completed in May 2026, costing BD1.686m.
* Saddad Block 1038 (Phase Four) – construction of sewage and stormwater drainage networks serving about 376 properties, which started in February 2025 and is due to be completed in July 2026 at a cost of BD1.283m.
Additional infrastructure schemes are also moving through the tendering and planning stages. A project in Malkiya Block 1033 (southern part) will provide a sewage network for 256 properties, with the contract already awarded and implementation set to begin once final procedures are completed.
Alongside ongoing sanitation initiatives, the Works Ministry is moving forward with a series of road construction and development projects valued at BD8.13m across the constituency. In addition, the ministry has earmarked a further BD1.7m for road rehabilitation and comprehensive maintenance works scheduled for 2026 and 2027.
The Kuwait Health Centre in Karzakan – an essential healthcare facility serving residents across the constituency – has undergone a significant expansion. The project, completed in January, involved constructing two additional floors at the front of the building, enhancing both capacity and services.
“The ground floor has been allocated for administrative offices, a meeting room and consultants’ offices, while the first floor is dedicated to dental clinics and support services,” Mr Al Hawaj added.
