Bahrain Clear, a wholly-owned subsidiary of Bahrain Bourse, has officially adopted enhanced operational rules following approvals from its board of directors and the Central Bank of Bahrain (CBB).
The revamped framework governs clearing, settlement, depository, custody, pre-trade, and post-trade services across the kingdom’s capital market ecosystem. The move marks a key milestone in advancing Bahrain’s financial infrastructure and directly supports the Capital Market Development Plan 2026–2028 (‘Elevate’), aimed at boosting issuer and investor engagement while aligning local standards with global best practices.
At the core of the new regulations is a strengthened risk management structure designed to safeguard market integrity. The rules introduce liquidity reserve arrangements, trading cap controls, and robust default management procedures to mitigate settlement risk. Operations have also been streamlined under a standardised T+2 settlement cycle, supported by centralised securities registry structures, standardised settlement bank arrangements, and enhanced netting mechanisms for secure ownership transfers.
To further safeguard market participants, the framework heightens requirements around client asset segregation, governance, business continuity, anti-money laundering (AML) controls, and capital adequacy.
Additionally, updated depository provisions govern corporate actions, shareholder services, and dividend distributions, while structured complaints handling and arbitration mechanisms have been established to enforce strict market conduct standards.
Commenting on the rollout, Bahrain Clear chairman Shaikh Khalifa bin Ebrahim Al Khalifa said that the rules represent a defining milestone in the market’s evolution.
“The rules provide a modern and resilient foundation by strengthening risk management, enhancing investor protection, and increasing operational efficiency across the market,” said Shaikh Khalifa. “Our role extends beyond securities settlement to fostering a trusted, efficient marketplace for sustainable capital formation, supporting Bahrain’s vision of a competitive, innovative, and internationally connected financial sector.”
Bahrain Clear confirmed it will work closely with regulators, custodians, issuers, and clearing members to ensure seamless implementation across the market.
