Proposal to have lifeguards at swimming pools
Great, but first step should be penalising parents/guardians who do not take care of their children properly.

Adults who cannot swim should not supervise children at private swimming pools. Parents should take some responsibility to know basic swimming and lifesaving skills if they’re going to rent private pools. If adults can’t swim then hiring a lifeguard to accompany them should be an option.

This has to be the best thing ever. People take pools very casually. There should at least be one person at the pool who has lifeguard training.
