WHEN it comes to a dress code, Bahrain is one of the most tolerant countries in the region. In fact, there is no specific “dress code”. The only thing that you have to remember is to dress modestly when you’re out in public, since Bahrain is a Muslim country.
Generally, the citizens of Bahrain dress conservatively. By tradition, women wear the abaya (long dress) and hijab (head scarf), while men wear the thobe (robe-like apparel) and ghutra (headscarf). Meanwhile, non-Muslims are free to wear any modest, comfortable clothing, depending on the location.

BAHRAIN is a country where people from different nations stay for a short or long period for job or tourism.
It’s important that proper dressing sense prevails; a dress exposing parts of the body is not acceptable.
There is specific dress code for office, school, worship places and public places such as malls, etc.

MY answer is no, because if Bahrain has a law with tough legal penalties for those dressing inappropriately, it should first be implemented well with no exemptions. But if the penalty is just paying a fine, a tougher penalty is needed.
However, they might need to amend the law if they don’t want to see people dressing up like porn stars in public pools and beaches. They can argue that the tiny pieces of clothes they wear are still considered as swimsuits which are the appropriate clothes in pools or beaches.
