The Labour Fund (Tamkeen) has reaffirmed its commitment to preventing misuse of its support programmes, highlighting a recent conviction in a case of “ghost employment.”
This success story underscores Tamkeen’s ongoing collaboration with relevant authorities to safeguard public funds and ensure support reaches its intended beneficiaries.
The conviction stems from a violation reported by Tamkeen to the Public Prosecution. Through vigilant monitoring and site visits, Tamkeen’s violations committee detected a case of a company exploiting the National Employment Programme by claiming 23 employees who never existed. Despite being registered with the Industry and Commerce Ministry and Social Insurance Organisation, the company had no physical presence at its registered address or any other location, and the named employees were entirely fictitious.
Following thorough investigation, Tamkeen escalated the case to the General Directorate of Anti-Corruption and Economic and Electronic Security, which then referred it to the Public Prosecution. This offence constitutes a breach of Bahraini law and defrauds multiple authorities.
Tamkeen commended the collaborative effort with other institutions to enforce national regulations and its own internal policies. They also urged businesses to comply with programme terms and conditions to avoid disciplinary measures.
This case exemplifies Tamkeen’s dedication to programme oversight. Since the launch of employment and wage support programmes in November 2023, over 4,300 inspections have been conducted.
