Shura Council secretary-general Kareema Al Abbasi said the launch of the “Smart Minutes” system marks a major step forward in developing legislative work by harnessing artificial intelligence and modern technologies to prepare and document parliamentary session minutes.
She said the system enhances operational efficiency and improves the quality of outputs as part of the general secretariat’s digital transformation programme, in line with the Royal directives to develop parliamentary work and make optimal use of artificial intelligence.
In an interview with our sister paper Akhbar Al Khaleej, Ms Al Abbasi said the new system had brought a significant improvement in the speed of preparing session minutes, which can now be completed within one working day, compared with three days or more previously, depending on the length of the session and the nature of the discussions.
She added that the system’s output has reached a level of accuracy that limits the need for human intervention during the final review to around five per cent, while maintaining high standards of quality and reliability.
Ms Al Abbasi explained that the system has been designed to handle different types of interventions, including colloquial words and expressions that may arise during discussions. It relies on a specialised linguistic database that is continuously updated, while its AI models are periodically trained on the vocabulary and expressions used during Shura Council sessions.
The system also provides a comprehensive digital record of parliamentary deliberations, allowing information to be accessed quickly, amendments to be tracked and data to be retrieved efficiently.
She noted that the development of the system was the result of co-operation between the Shura Council’s general secretariat and Shaikh Nasser Centre for Research and Development in Artificial Intelligence.
It combines the accumulated parliamentary expertise of the general secretariat’s staff with the centre’s research and technical capabilities, creating a model for developing specialised national solutions to support legislative work.
