More than 20 tenants were evacuated after a fire broke out in their building in Gudaibiya.
The Interior Ministry said that seven individuals were rescued by the emergency teams on site.
The operation involved four fire tenders and 17 civil defence personnel.
The cause of the fire is being investigated.
