Education Minister Dr Mohammed Mubarak Juma has outlined a strategic vision to support students with learning difficulties.
He revealed that 9,501 students in public schools have learning difficulties, with 6,822 of them actively enrolled in specialised support programmes across primary and intermediate stages.
The minister reiterated the government’s commitment to providing inclusive and equitable education for students with learning difficulties, through a structured national strategy focused on early identification, specialised support, and individualised educational programmes.
He was replying to a question by Shura Council member Dr Ibtisam Al Dallal. The chamber will be notified of the response, during its weekly session on Sunday.
Dr Juma said students with learning difficulties are identified through a precise mechanism that evaluates disparities between their cognitive abilities and academic performance, especially in verbal, comprehension, writing and reading skills.
“Based on these assessments, each student receives a tailored individual educational plan designed to meet their specific challenges and build their academic abilities step by step.”
Special teachers, under the supervision of expert educational specialists, develop personalised treatment programmes aimed at addressing the unique difficulties faced by each student.
Dr Juma said that in cases where students show limited progress despite initial interventions, the ministry refers them to the Children and Adolescents Unit for medical evaluation to help further determine the most appropriate educational approach.
Special resource rooms equipped with diverse educational tools have been set up in public schools to help integrate students with learning difficulties into regular classrooms.
The minister said that as part of a long-term vision, a strategic plan to increase the number of specialised teachers through ongoing assessments and periodic evaluation of related stemming programmes is being implemented.
He reaffirmed unwavering dedication to educational equity, stating that the development of this programme reflects a broader national commitment to inclusive development and human capital empowerment.
