Qatar has announced significant amendments to its Civil Human Resources Law, including a new QAR12,000 (approximately BD1,230) annual marriage allowance for Qatari spouses, and a performance raise of up to 150% for public sector workers.
The revised Civil Human Resources Law now entitles Qatari couples to an initial marriage allowance and an additional QAR12,000 for every year they are married.
The law also demands annual raises to now be standardised from January 1, 2026, with top performers eligible for increases up to 150% of their grade allowance.
The new amendments aim to provide financial incentives to strengthen family stability and enhance the performance of the public sector workforce, Qatar News Agency reported.
The updated law also introduces a performance-based promotion and compensation system, with lower ratings triggering performance reviews, reinforcing accountability and transparency.
Supervisory employees may also receive annual performance bonuses of up to QAR120,000, and distinguished staff will be fast-tracked for promotion or awarded monetary bonuses tied to government excellence awards.
The law, which amends the provisions of Law No. 15 of 2016, was accompanied by Cabinet Decision No. 34 of 2025 updating its executive regulations. Together, they reflect Qatar’s continued commitment to aligning its labour policies with the goals of Qatar National Vision 2030 and the Third National Development Strategy, emphasising excellence in governance and readiness for the future workforce.
