The Dubai-based Indian national, holder of ticket no. 2916 in series 269, became richer by $1 million.
The lucky winner has been a regular participant in the Dubai Duty-Free Millennium Millionaire and Finest Surprise Promotions for the past four years.
He has become the 129th Indian national to have won $1 million since the coveted promotion was first launched in 1999.
