MANAMA: His Royal Highness Prince Salman bin Hamad Al Khalifa, Crown Prince Prime Minister, has issued an edict replacing an article of an earlier edict regarding financial controls of ministries and government agencies.
It stipulates the following:
Article 1: The text of Article 20 of Edict (25) for 2012 shall be replaced with the controls on financial behaviour of ministries and government agencies, the following text:
“It is prohibited for all ministries and government agencies to accept grants, donations, or cash or in-kind gifts – from inside or outside the kingdom, and for any purpose – whose value is less than BD20,000, unless approved by the minister or head of the concerned government agency”.
The approval of the ministerial committee for financial and economic affairs and fiscal balance must be obtained whenever the value of the grant, donation or giveaway reaches the amount mentioned in the previous paragraph and is subject to a maximum of BD500,000, and after co-ordination with the ministries of Foreign Affairs and Interior, according to the source of the fund.
The approval of the Cabinet must also be obtained regarding grants, donations and giveaways whose value exceeds BD500,000.
All this is taking into account the laws, regulations and edicts in force, determining the authorities whose approval must be given to accept grants, donations and giveaways.
Article 2: All ministers and heads of government agencies – each within his jurisdiction – shall implement the provisions of this edict, and it shall come into force on the day following the date of its publication in the Official Gazette.
