1. Authorised departments must put notice on the car for a maximum three times (a fixed time period). If there is no response from the car owner, they can take the car.
2. Check the vehicle’s condition and decide whether it can be repaired and resold. It is good to sell it or you can give it for a less price to the needy. But if a vehicle is beyond repair, scrap it.

Here is the action plan: Contact the vehicle owner. In case there is no answer, send police and inform about the vehicle and fine them. In case the person is not available, take the car and sell it at market price.

I am of the opinion that the authorities should issue a warning to car owners who abandon their vehicles for long periods in residential areas. A grace period should be given and upon its expiry, the cars should be confiscated and a fine levied before release.

Find out why the owner has discarded his car. If there is a valid reason that deserves mercy or consideration, forgive him/her. But if there are no serious reasons, then penalise them.
