The Saudi Competitiveness and Business Center’s (SCBC) Public Consultation Platform, Istitlaa, has put forward 60 projects related to economic and development affairs. In cooperation with 20 government agencies, SCBC invites the general public, government agencies, and the private sector to share their feedback on projects before their approval.
The platform features two draft regulations published by the Saudi Food and Drug Authority: "Developing Procedures for Evaluating the Names and Packaging Design of Medicinal Products" and "Technical Regulation: Public Health Pesticide Factories and Warehouses." The two drafts aim to reduce the risk of medication errors caused by similarities in the names or appearance of pharmaceutical products, while establishing occupational safety standards to protect workers and the environment from contamination risks. Public consultation on both drafts will remain open until the end of July 2026.
In support of improving the quality of tourism services and strengthening regulatory compliance, the Ministry of Tourism has published the draft "Rules and Table of Violations and Penalties for the Facility Activity of the Tourism Hospitality Facility in the Cities of Makkah and Madinah During the Hajj Season." The consultation period will close on July 30, 2026.
The Ministry of Commerce has also published the draft "Ministerial Decision to Identify Violations of Sales Regulations for Which No Penalty Has Been Specified, Listed Under Violation No. (12/1/8) in the Table of Penalties for Municipal Violations Related to the Competencies of the Ministry of Commerce." Public consultation on the draft will end on July 30, 2026.
Also available on the platform is the draft "The Identity Signage Rules," published by the Royal Commission for AlUla to regulate identification signage in a way that enhances the area's visual identity. The consultation period closes on July 30, 2026.
The introduction of draft regulations, publics, and similar projects through the Istitlaa platform serves as an affirmation of enhanced transparency in the legislative environment. In addition, Istitlaa fosters a culture of public participation by enabling citizens, government agencies, and the private sector to contribute their insights and feedback on proposed regulations related to the business environment.
