THERE has been a public backlash against a proposal to impose a BD50 monthly tax on all expats who hold driving licences.
More than 400 people have taken to the GDN’s Facebook page to condemn the suggestion by MP Ghazy Al Rahma in the past two days.
The GDN first reported his proposed amendment to the 2014 Traffic Law on Wednesday.
He claims it would reduce road congestion, boost government revenues and reduce traffic pollution since it would discourage expats from applying for a driving licence.
However, the idea has sparked an outcry among the expat community – resulting in hundreds of people venting their anger through the GDN’s Facebook page.
“This is so unfair,” said Jhay Thwistah Reyes.
“What’s the reason behind imposing such charges? Would it lessen road problems?
“This is just insane. To think the majority of expats in Bahrain do not get salaries high enough to compensate their needs.
“BD50 a month for what? Very disappointing!”
Others warned that such policies would result in an exodus of foreign residents, who unlike Bahrainis are already facing higher electricity and water charges.
“If you do not want expats, do it,” said Ratheesh Sasi.
“It seems you just want to milk expats, but ultimately you will end up doing irreparable damage to Bahrain’s economy and finances.
“I will be leaving shortly and be sure more will follow.”
Some suggested any such tax should only be applied to households with more than one car, while others said it should only be considered on an annual basis.
“It’s insane,” complained Hinna Nizar.
“Even if they want to take tax it should be a very nominal amount which a common man can afford or will manage.
“BD50 per month is way too much. Have mercy.”
The proposal, which was submitted to parliament chairman Ahmed Al Mulla’s office on Wednesday evening, excludes expats who are employed as drivers.
However, it states expats with more than one car would have to pay an additional BD50 for each extra vehicle.
The proposed new fees would not be applicable to GCC nationals.
“This is totally unfair,” said Xunaira Fahad.
“Usually locals have more than one car (and) this tax should be levied on them.
“If the government really wants to add tax then put tax on those who have more luxurious cars value(d) more than BD5,000.
“Car is a necessity in Bahrain so it should be tax free.”
Some social media users have even proposed demonstrations against the driving licence tax if it is taken seriously by MPs.
An earlier attempt to ban expats from driving unless their jobs depended on it was vetoed by the Constitutional Court in 2014, after it was deemed discriminatory and unconstitutional.
However, in its ruling the court said a driving ban was feasible if it targeted specific employment categories, rather than focusing on all foreigners.
