Bahrain’s parliamentary division delegation presented a comprehensive memorandum containing textual and substantive amendments to the draft resolution being discussed by the standing committee on peace and international security of the Inter-Parliamentary Union (IPU), on the sidelines of the 152nd IPU General Assembly, held in Türkiye, on the role of parliaments in establishing strong mechanisms for managing the post-conflict phase and restoring just and lasting peace.
The delegation included Parliament First Deputy Speaker Abdulnabi Salman and Shura Council member Dr Bassam Al Bannai.
The delegation said that its review of the draft was conducted in line with the IPU’s mandates, noting that some provisions could be interpreted as assigning direct executive roles to parliaments, particularly in areas related to security guarantees, peacekeeping, and management of funding or frozen assets, which fall within the remit of executive authorities.
It underscored the importance of preserving the parliamentary nature of the resolution by confining the role of parliaments to core functions, including legislation, oversight, accountability, and budget approval, without exceeding constitutional frameworks.
The proposed amendments aim to strengthen parliamentary roles in legislation and oversight related to transitional justice, reconstruction, and implementation of peace agreements, while supporting national reconciliation and addressing the social and psychological impacts of conflicts.
The delegation affirmed that the amendments seek to ensure consistency with the IPU’s parliamentary mandate, respect national sovereignty, and support efforts to achieve just and lasting peace in post-conflict contexts.
