His Majesty King Hamad ratified and issued Law (17) of 2026 amending certain provisions of the Reform and Rehabilitation Institution Law issued by Law (18) of 2014, following approval by the Shura Council and Parliament.
The amendments replace references to inmate employment and work in the law with rehabilitation and training.
The Prime Minister and the ministers, each within their capacity, shall implement the provisions of this law, which shall come into force on the day following its publication in the Official Gazette.
His Majesty also ratified and issued Law (16) of 2026 amending certain provisions of the Penal Code promulgated by Decree-Law (15) of 1976, following approval by the Shura Council and Parliament.
The law mandates that all individuals sentenced to custodial penalties be required to undergo rehabilitation and training programmes at Reform and Rehabilitation Centres, replacing references to “prison” with “Reform and Rehabilitation Centre” across the Penal Code.
