MPs have urged the government to bolster housing support for citizens with limited income by giving them both land and fund to construct their dream home.
The proposed amendments to Decree-Law No (10) of 1976, which governs housing, have been endorsed by parliament’s public utilities and environment affairs committee.
It aims to give the Housing and Urban Planning Ministry more flexibility to provide financing to citizens who have been allocated residential plots.
The ministry only grants one service – either land or fund to citizens. However, those waiting for homes from years up to 2004 have been exceptionally granted both. MPs are now seeking to get the dual service opened to other social housing applicants.
Committee chairman MP Mohammed Al Bulooshi said the reforms are part of a long-term strategy to ensure housing opportunities reach those most in need.
“The goal of this legislation is to make housing services more accessible and responsive to citizens with limited income,” he said. “It empowers the Housing and Urban Planning Ministry to provide financing and support without bureaucratic delays, while maintaining legislative oversight.”
The ministry, however, noted that providing two services – land and fund – cost add to the state’s burden as the project would require double financing.
