The Council of the International Civil Aviation Organisation (ICAO) strongly condemns Iran's violations of the sovereignty of the Gulf Cooperation Council (GCC) member states and the Hashemite Kingdom of Jordan, and for endangering civil aviation safety, demanding an immediate cessation of all such unlawful activities.
The Council, in its 237th session, adopted a formal protest submitted by the State of Kuwait regarding grave violations by Iran and affiliated armed groups against sovereignty and airspace, citing breaches of the Chicago Convention on International Civil Aviation, according to the Kuwait News Agency (KUNA).
The Council adopted a suite of measures, including condemning the targeting of civil aviation infrastructure and referring the resolution to relevant United Nations bodies, while formally notifying Iranian authorities of the Council's decision and their compliance with international conventions. The Council denounced the "unlawful military deployment of drones," noting that such actions have exposed international air corridors to catastrophic risk and widespread disruptions to global air traffic.
The Council also deliberated on a joint working paper submitted by the GCC states and Jordan. The Council affirmed that these actions constitute a clear violation of Article 1 of the Chicago Convention, which guarantees absolute state sovereignty over territorial airspace, as well as the UN Charter and international humanitarian law, and UN Security Council Resolution 2817 (2026), which condemned Iranian strikes on civilians and civilian infrastructure.
