A new parliamentary proposal to provide much-needed car parking spaces in residential areas, in a bid to respond to increasing tensions and disputes amongst neighbours, was approved unanimously by MPs yesterday.
The move, spearheaded by Strategic Thinking Bloc member Bassema Mubarak, obliges the government to ensure sufficient parking spaces are provided, aiming to alleviate conflicts and improve living conditions in densely populated urban and suburban areas due to car parking scarcity.
“Parking has become a significant concern in many cities, as urbanisation has led to higher population densities and a corresponding increase in the number of vehicles,” said Ms Mubarak.
“With limited parking spaces available, competition among residents has escalated, leading to disputes and sometimes even violent altercations,” she added.
“These disputes often arise when individuals park in spaces perceived as ‘reserved’ or encroach on others’ private areas.
“This has resulted in a growing number of complaints to local authorities and calls for better regulation of parking spaces.”
Ms Mubarak said that the proposal seeks to mandate that the government takes active measures to provide adequate parking facilities in residential areas.
“Authorities would be required to conduct regular assessments of parking needs in their jurisdictions. This would involve evaluating the number of available spaces relative to the number of vehicles registered in the area, as well as considering future growth projections,” she said.
“The proposal encourages the expansion of public parking facilities, including the construction of multi-level car parks or converting underutilised spaces into parking lots.
“Additionally, it suggests creating more parking spots along roadsides where it is feasible and safe.”
Ms Mubarak said to better manage limited parking, the proposal suggests implementing a system of parking permits that prioritise residents.
“Stricter enforcement of parking violations would also be introduced to discourage illegal parking practices that exacerbate tensions,” she added.
“The parliamentary proposal to mandate adequate parking facilities represents a proactive approach to addressing a common urban issue.
“By providing enough parking spaces, the government would minimise disputes, improve community relations, and ensure a better living environment.”
