Batelco and stc Bahrain have topped the Telecommunications Regulatory Authority’s (TRA) 2025 compliance ratings with identical scores of 92 per cent, according to a newly published performance scorecard evaluating mobile operators across the kingdom.
Zain Bahrain recorded an 87pc compliance rating in the assessment, which evaluated operators against six critical consumer protection areas: general regulatory compliance, roaming, number portability, retail service package transparency, billing clarity, and contract summaries.
The findings were gathered through independent mystery shopping exercises designed to benchmark the real-world consumer experience.
All three licensed providers scored a maximum 100pc in number portability and contract summaries, alongside strong results in roaming services.
However, the regulator highlighted the need for operators to improve transparency in retail service packages and ensure greater clarity in customer billing.
Commenting on the results, TRA general director Philip Marnick emphasised the regulator’s focus on market standards: “Protecting consumers and promoting high standards of regulatory compliance is fundamental to the TRA’s role. The Scorecard provides valuable insight into operators’ performance, drives continuous improvement, and helps to ensure transparency and accountability. Through initiatives such as this, we continue to strengthen consumer awareness and support the development of a fair, competitive, and resilient telecommunications market in Bahrain.”
TRA manager of consumer affairs Khalid Al Hashimi added that the scorecard serves as a practical roadmap for service enhancement: “The scorecard provides a comprehensive assessment of the consumer experience across key telecommunications services. By identifying both areas of strong performance and opportunities for improvement, it supports licensed operators in enhancing their practices while enabling the authority to continue driving higher standards of consumer protection and service quality.”
The Compliance Priorities Programme forms part of the TRA’s ongoing oversight strategy aimed at reinforcing consumer rights, improving market transparency, and driving operational standards across Bahrain’s telecoms sector.
